Human Resources Manager – 6 Month Contract
Role Summary
The Human Resources Manager leads all HR functions across a unionized heavy?civil construction company, supporting both field and office operations. The role ensures the company maintains a skilled workforce, complies with collective agreements and employment legislation, and upholds a strong culture of safety and professionalism. The HR Manager works closely with project managers, superintendents, union representatives, and senior leadership to support labour stability, workforce planning, and operational efficiency across multiple job sites.

Core Responsibilities
Labour Relations & Union Management
•             Interpret and administer collective agreements, ensuring consistent application across all projects.  Familiarity with LIUNA Local 837 and Operating Engineers 793 would be considered an asset.
•             Serve as the primary liaison with union representatives, supporting grievance handling, labour?management meetings, and dispute resolution.
•             Monitor compliance with union hiring hall processes, dispatch rules, and jurisdictional requirements.
•             Track and report on grievances, arbitrations, and labour?related trends.
Workforce Planning & Recruitment
  • Coordinate hiring for skilled trades, operators, labourers, and project staff in alignment with project schedules and union dispatch processes.
  • Maintain strong relationships with union halls, training centres, and industry partners to ensure workforce availability.
  • Oversee onboarding for new hires, including orientation, safety training coordination, and verification of certifications (e.g., WHMIS, Working at Heights).
Health, Safety & WSIB Coordination
  • Reinforce a safety?first culture across all heavy?civil operations.
  • Responsible for adherence with the requirements under the Certificate of Recognition (COR) program.
  • Support WSIB claims management, modified duties, and return?to?work programs in compliance with legislation and collective agreements.
  • Ensure training records, certifications, and safety documentation remain current and audit?ready.
  • Schedule training sessions and annual Safety Meting
  • Facilitate the Joint Health and Safety Committee meetings
  • Coordinate and participate in site inspection with third party.
  • Participate in incident reviews and ensure HR?related corrective actions are implemented.
Employee Relations & Culture
•             Provide guidance to supervisors and project leaders on performance management, discipline, and conflict resolution within a unionized environment.
•             Conduct workplace investigations related to harassment, violence, or policy violations.
•             Promote a professional, respectful, and safety?driven culture across diverse job sites.
•             Support employee engagement initiatives tailored to a mobile, project?based workforce.
HR Operations & Compliance
•             Oversee HRIS accuracy, payroll coordination, and benefits administration for both union and non?union employees.
•             Maintain compliance with employment standards, human rights legislation, and industry?specific regulations.
•             Develop and update HR policies, procedures, and employee handbooks to reflect union requirements and heavy?civil operational realities.
•             Prepare HR metrics and workforce analytics for leadership, including turnover, absenteeism, and labour cost trends.
Qualifications
Education & Experience
•             Bachelor’s degree in human resources, Business Administration, or related field.
•             5+ years of HR experience, with at least 2–3 years in a unionized environment; heavy?civil or industrial construction experience strongly preferred.
•             CHRP/CHRL designation or progress toward certification is an asset.
•             Experience with WSIB, return?to?work programs, and Ontario employment legislation.
Skills & Competencies
•             Strong understanding of collective agreements, grievance processes, and labour relations best practices.
•             Excellent communication and relationship?building skills with both management and union stakeholders.
•             Ability to operate in a fast?paced, multi?site environment with shifting project demands.
•             Strong problem?solving, conflict resolution, and decision?making abilities.
•             Proficiency with HRIS systems, payroll coordination, and Microsoft Office.

Working Conditions
•             Combination of office work and frequent visits to active heavy?civil construction sites.
•             Travel to project locations across Ontario as required.
•             Exposure to fast?paced, deadline?driven project environments with varying workforce sizes and schedules.

Base: $80,000, plus Group RRSP and Benefits
